ExternoCiencia Inclusiva, 2019-04-05)

This article analyzes the legislative contributions regarding the themes of cooperativism and social and solidarity economy (ESS) in the framework of the first three progrESSive governments of the Frente Amplio. They emphasize in the first government of Tabaré Vázquez (2005-2010), the legislation in social cooperatives, and the concretion of an old yearning of the cooperative movement, that is, a general law of the cooperative system. Under the mandate of José Mujica (2010-2015), the creation of the Fondo para el Desarrollo (Fondes) is fundamentally aimed at promoting self-managed experiences. In the third mandate of the fa (2015-2020), again under the presidency of Vázquez, Fondes is formalized in law and continue the debate of legislation in ESS. It will be of fundamental importance to understand the political-ideological context from which these norms are constructed. It is thus that we try to answer the following questions: What reasons explain the passage from a merely cooperative model to a broader one in terms of ESS? How were these issues being advanced in the broader agenda of the Frente Amplio? What are the different orientations that weigh in the configuration of the bills currently in parliamentary debate?

ExternoCiencia Inclusiva, 2019-04-05)

Introduction: In the last decades the social and solidarity economy was installed, in Argentina, as an alternative of social and labor reintegration for certain groups of vulnerable populations. However, despite the growth of this trend and the articulation of different official policies aimed at supporting it, the legal coverage of the different aspects involved in the issue still lacks an adequate and symmetrical development. Thus, the normative scenario of the social economy reveals the initiative of some provincial states that advanced in the legal framework of the same. Methodology: the legal instruments on the social and solidarity economy of the provinces that progressed in the regulation of the subject are examined, textually and teleologically. Results: the legal recognition that the social and solidarity economy receives in the Argentine provincial systems is characterized. Conclusions: in a normative context determined by the absence of a specific national law, it is important to analyze the provincial legal texts on the subject, in order to describe the legal conception of the social and solidarity economy, to identify the actors that make up the sector and investigate the reception of social and solidarity principles in provincial legislation.

Purpose: This article aims to analyze the trajectory and reconfiguration of an associative experience of small agricultural producers in a semi-rural area of the province of Santa Fe in Argentina. Description: The article explores the sustainability —in a plural sense— of this type of Social and Solidarity Economy (SSE) practices, as well as the participation of women in these spaces. The above makes it possible to integrate the gender dimension into an analysis of the permanence possibilities of these laboral practices. Point of view: The study’s starting point lies in current discussions about conceptions of sustainability in the SSE as new forms of associative, collective and familiar work, incorporating the gender perspective as a necessary approximation in the socio-economic processes, to then analyze the case study in the light of these conceptualizations. Conclusion: It is essential to consider the connections and bonds of trust generated within the SSE organizations, which allow to sustain associative pacts and group cohesion, in addition to the contribution and linkage given by the private sphere of home, which makes it possible to sustain its members living standards.

This work presents findings from three cooperatives, selected as typical, among many case studies from previous research work by its authors as well as from the present one, to identify advances in knowledge among this type of actors in the social and solidarity economy in Colombia. This work deals with categories in the economic, social and administrative spheres, from a managerial perspective that takes into account the theoretical and doctrinal influences, along with their effects on, and the contexts of, the subjects. The article addresses the question: What are the main doctrinal and theoretical trends that support current and future administrative management by cooperative actors as an economic pillar of the solidarity system in Colombia? The work goes on to look at the materialized values as well as the practices that become historical trends of the movement. The characterization contained in the law whose purpose is to provide nature with recognition along with legal standing, in addition to the materialization of doctrine in its practices, proposes its fundamental bases. The study does not present conceptually universalized or globalizing results, but rather, by applying a phenomenological method, aims from the specificity and reality of the phenomenon to induce and compare those reflections.
